Eagle Scout Service Project Review
A Scout may begin work on the project any time after becoming a Life Scout.
The District Committee reviews the Eagle Project proposal to verify the Eagle Candidate has selected a project that meets national standards and can be a successful and positive experience for the Scout. Before requesting approval, complete the Eagle Scout Service Project Proposal section of the Eagle Scout Service Project Workbook and have it approved by the Unit Leader, the Unit Committee, and the Beneficiary.
Eagle Scout Board of Review
The final requirement for the Eagle Scout is the Board of Review.
The Board of Review may be scheduled after all the requirements are completed and the Registrar at the Scout Office verifies the Eagle Scout Application. All requirements must be met before the Scout’s 18th birthday. The Board of Review may be scheduled within 3 months after the Scout’s 18th birthday.
The Board of Review is in two sections.
- In the first half, Board members review the character reference forms and Eagle application to verify required signatures. Board members also review the Eagle Scout Service Project plan and report.
- In the second half, Board members conduct a general interview with the Eagle candidate on Scouting experiences, leadership, and life ambitions.
Documents required
Eagle Scout Service Project Workbook
- Be sure you are using the latest version of the workbook
- You may download the workbook from the BSA website
- The workbook has multiple sections.
- Project Proposal – to be completed for project approval.
- Project Plan – the detailed plan before the project starts.
- Project Fundraising Application – must be completed for any fundraising.
- Project Report – completed and approved when the project is completed.
- When the project is complete, have all sections of the Project Workbook filled out with all the signatures stating the project is completed. Include as many pictures as possible, before, during, and after the project.
- If there are any rough notes or drawings, please include those as well as Board members like to see everything that was involved.
- The Board would also like to hear about changes in the plan and the obstacles involved and how the candidate handled the situation.
- Must be filled out with the help of the Troop Advancement Chairman from Scoutbook. It is helpful to get a copy of the Scout’s records from the registrar at the Scout office to verify that everything matches.
- You may download the application from the BSA website.
- The information for Requirement 5 must match the information in the Eagle Scout Project Workbook.
- Required signatures – Scoutmaster and Troop Committee Chair
- Once the application is completed, it is submitted to the Council office to be verified and signed by the Registrar. A quick review of the completed application and project workbook by the Eagle Board Coordinator is recommended before it is taken to the council office. We can sometimes catch issues that will delay approval.
- Include the signed application in the project folder to be presented to the Board
Character References
- Scouts should ask 4 to 6 people to provide references.
Life Ambitions or Purpose Statement
- The Eagle candidate must write a few paragraphs about their like ambition and what they see as their personal life purpose.
- There is no particular content that is required.
- It should include what the Eagle candidate plans after high school.
- It’s designed to open their eyes to the future.
- Please submit this with your Eagle Scout Application.
All the above material needs to be available for the Board of Review
Grand Lake District Process

Eagle Scout Project approvals are scheduled on a rotating basis as the requests are received. Typically, they are in person and scheduled at a time convenient to the Scout and the Board.

Eagle Scout Boards of Review are typically scheduled on a Thursday evening and are typically 2 to 4 weeks after the verified Eagle Scout Application is received from the Council Office.

Osage Hills District Process
To schedule an Eagle Scout Project Proposal approval or an Eagle Scout Final Board of Review, the Eagle candidate or Parent may go by or call the Scout office to have their name and contact information put on the list for the regularly scheduled Eagle Board reviews conducted 2nd Thursday of the month at the Scout Office.
Eagle Scout Project Proposal approvals and Finals can be scheduled on other dates and times depending on the availability of Eagle board members. When texting or emailing the Coordinator please include Scoutmaster in all communication.
